I am not currently using ubuntu 12 (I am using jconsole on ubuntu 14, but that's different...). However, I remember getting jqt working on ubuntu 12.
I do not remember the specific steps I took, so I'll just outline what I remember: (1) You need to have X running. (2) You need to have qt running. (3) You need to install J (4) You need to start up j console (/usr/bin/ijconsole if you are using a debian package) and use it to install the current version of the jqt ide. If you have problems with steps 1 and 2, that's probably something you should take up with ubuntu support or your local user community. For step 3, it's probably something like: sudo apt-get install libqtcore4 libqtgui4 libqt4-opengl libqtwebkit4 libqt4-declarative libqt4-declarative-particles libsqlite3-0 (These are the "suggests" on a jlang debian package - "suggests" are not required for the package to be installed but instead are for user convenience. Unfortunately, I don't think we ever came up with a good UI for presenting this kind of information to the user. Everybody just wants things to work, and be secure, and be efficient, but nowadays I can't even find good, concise, documentation on this aspect of debian packaging. By the way: just in case it's not obvious: ubuntu is built on debian and uses the same packaging system and a lot of the same packages.) For step 4, start up jconsole and enter the command: install 'qtide' and then exit jconsole (you can use control-D or you can type exit''). If you have problems with step 3 or step 4, please let us know what command you were issuing and what the error message was (or, if there is no error message, let us know what it was that happened and how that is different from what you expected - you will need to be specific because computers can fail in a lot of different ways and for a lot of different reasons).
