I have tested again, apparently if there is only one app claiming support
for text/html, it will go straight to open local help using that app. If
there are more than 1 candidates, it displays a 'complete action using'
dialog if no default had been set. setting default depends on what you tap
in response to the dialog 'always' vs 'just once'
