I think the simplest workaround is to put everything inside its installed
folder.

card, updated Chrome and restarted the emulated phone and tried the J
install again.
This time it worked.
Your experience on a real device may be different than what I saw on the
emulator, but perhaps this will be helpful.

So I don't know, but I've read that there are changes to the shared
storage
model in Android Q, and so I thought I might send this note in case it
represents something coming up on the horizon. But maybe I'm just doing
something wrong.
