When I type: open'pacman' in a jqt session, it shows me that jpacman is an associated namespace.
When I use Tools > Package Manager from the jqt menus, it brings in the jpacman namespace. So I think the answer to your question is yes. And, it might be worth trying to reproduce the experience you described in your second paragraph.
