That is actually the page I consulted several times in the past in order to check what to do... Today (again), I sent my email, then checked the web archive of messages to see if the message arrived (since I didn't see it had arrived in my e-mail), noticed it didn't, checked the page you mentioned above, and resent the email to the right address. The biggest problem for me is that there is no clear sign of failure.
