Hmm... In today's ecosystem, the wiki sitemap is a mechanism for search crawlers to index the site. However, search engines have also become a vector for malware targeting. Also, current search engine indexing strategies tend to be poor at finding J content. So it's probably the case that there's a high risk low reward context for the wikimedia sitemap.
Of course, I am just extrapolating from what I know, and there may also be other issues which I am not aware of. Also... (reading the mediawiki documentation), I see that you can link directly to the current version of the file using a url of the form https://code.jsoftware.com/wiki/Special:Redirect/file/CTScan.ijs But this brings up another issue, which is that you have content in that file which is not ascii content. It's best to avoid line drawing characters in ijs files you want others to read (the conflicting standards here are why J offers the option to use ascii characters to represent boxing). And the perceived need to right click is, I think, a consequence of the browser handling of fixed width linedrawing characters. If it weren't for that issue, going directly to the file as a web page, and then doing a save-as on the file would be perfectly fine. That said, ... when I go to https://code.jsoftware.com/mediawiki/index.php?title=File:CTScan.ijs&action=edit I see a summary entry there that could be expanded with additional detail. Or, you could add another section to the page, there. For example, if you wanted to instruct people to right click download to avoid problems with browser handling of line drawing characters, you could do so. I hope this helps.
