When I open the Edit tab for the NuVoc page, I see that the colors are defined in the page itself.
So, hypothetically speaking, anyone with edit access to the nuvoc page (which, I presume, is everyone with a wiki account) could change the colors. Doing a good job of that is another issue. (For example: these are background colors, so contrast with the foreground is an issue. But, the foreground color could also be edited.) Personally, I would be inclined to try to adopt some color scheme which is already in use. If I could find one that fits. (I haven't.) Also, personally, I would be tempted to stand up this kind of change on a test page, and get feedback, before deploying the change to NuVoc.
