This could be a problem with wget on your machine, or a temporary
networking problem, or maybe something else.

If the problem persists, you could isolate the problem by looking at
exactly what url is being visited and/or what command is being used.

Specifically, you could temporarily modify the implementation of
httpget from the file  ;(4!:3''){~4!:4<'httpget_jpacman_' to give you
this information. If you're running jqt, I would run open
;(4!:3''){~4!:4<'httpget_jpacman_' and then click the "assigned"
checkbox and search for httpget, then add echo to that implementation.

Perhaps add echo y as the first line.

Or perhaps add echo to the front of the line where cmd is assigned.

Then execute the modified definition and retry the install. This
should reveal what specifically has gone wrong, allowing you to
investigate further.
