That's what I was thinking. Velcoity is typically needed by any run of
the site/xdoc, but other plugins may use it also.

maven -X will reveal where it gets added after the dependency exists -
I've raised an issue to improve the reporting at the download stage
for Maven 1.1.

Ok, well I'll get back to the list in a couple of weeks, and hopefully
I'll have a working solution (finally) that we can start to put
together when someone has time.
