With 6 +1 votes from the PMC (Alan, Dhruba, Nigel, Owen, Tom & me) and no -1 votes, this has passed. I will now ask infrastructure to create the mailing lists, and create the Jira instance, svn repo, website & wiki myself.

I'll send a message to this list once this is complete and the project is open for business.
