You mean JAX-RS implementation.  In that case, you can use either Apache 
CXF or Apache Wink...  Having multiple implementations will validate 
pluggability too.

We're adding JAX-RS support in Tuscany to provide the RESTful services in 
SCA. The contributed prototype [1] is based on Jersey. Having an Apache 
licensed JAX-WS implementation would be a good fit for us.
