Since Paul is already a committer, you just need three Incubator PMC votes. Easy, really. And if you have any problems with your third vote, the full Incubator PMC can and will vote. Just follow the process and you'll be fine.

Ah, no. So, I obviously didn't get this right, I asked a number of people here what the appropriate process is, and got the impression we (the podling) could vote on it, and notify the Incubator. Let me ask the Podling PMC again to see if we can get one more IPMC member to vote for Paul to be added.
