It's probably an email client issue.   From the `Message-Id:` header of
Sanjiva's emails, it looks like might be using Gmail.  With Gmail, changing
the subject from '[PROPOSAL]...' to '[VOTE]...' -- or from '[VOTE]...' to
'[DISCUSS]...' as I've done here -- is not enough to start a new
"conversation", i.e. thread.  Gmail de-dupes subjects where only bracketed
text changes.

There's not much to do for it except to raise awareness every once in a while.
