I thought we gave up on the cut-off date of the month since a few past reports mentioned things that happened pretty close to the report submission deadlines, IIRC. I was 100% with you, but then found out that tracking things wasn't that big of a deal and decided that I didn't need a strong cut-off date. I guess I'd keep both for now, but if you think it is better to stick with a cut-off -- let me know.
