IP Clearance depends a lot on other licensing questions. I'm thinking of adding 
a few more FAQ to http://apache.org/foundation/license-faq.html and then I 
could refer to the FAQ when discussing IP clearance in the context of what IP 
means.

In particular, http://apache.org/foundation/license-faq.html#PatentScope and
http://www.apache.org/licenses/#clas and
http://www.apache.org/licenses/#submitting
