It would also break links in announce mails for the current release. The graduating PMC would need to coordinate very carefully with Infra to avoid breaking download page links; announce mails cannot be fixed without re-issue. Also, sometimes Incubator artifacts don't include the -incubating- marker. At least if the path contains incubator there is a clue. I think the above two reasons are sufficient reason not to rename the files. Note that updating download pages is almost always a manual process, and varies between projects, and would be ongoing for every graduation. Whereas changing the Infra and checker code to handle two different directories should be fairly simple and would then happen without further attention.
