Hi, I would add everyone who has made significant contributions to the project as initial committers (if they want to be added). Look at the mailing list and the PRs and see who have made this contributions.
IMO the commiters added during incubation should be new people to the project not existing people who have made significant contributions in the past. Thanks, Justin > >
