Hi, This version was stored in the release directory before the voting started. The repository directory https://dist.apache.org/repos/dist/release/incubator/ is for official releases only, i.e. archives (+ sigs, hashes) that have been approved by the IPMC. There is also a development area under https://dist.apache.org/repos/dist/dev/incubator/ which can be used for development releases.
