Hello, I was discussing with some members (in particular PG Fanning) in the Openservless podling community about the requirements for contributors to file an ICLA in order to submit patches to an Apache Project on Github.
I don't think that it is usually necessary to ask contributors to file an ICLA in order to send a patch. PJ Fanning pointed out this page https://www.apache.org/licenses/contributor-agreements.html If I understand correctly such ICLA is required only for new committers and in case of some large contribution, like when a company donates some code and then they need to ensure that all of the previous contributors to that code base agree with the ASLv2 licence terms.
