Hi - As a Mentor to Fesod I noticed that they were neglecting to mention starting with a [DISCUSS] thread when nominating a new Committer.
I went to review our current documentation and new training. 1. https://incubator.apache.org/guides/ppmc.html#adding_committers is not prescriptive and does not emphasize the importance of starting with a DISCUSS thread first. 2. https://cwiki.apache.org/confluence/display/INCUBATOR/Voting+and+Consensus+in+Practice - Discussion as THE first step is mentioned but is not a heading or included in the title. In my opinion the IPMC does not need to recreate or separately interpret advice provided by the Community Development committee - ComDev.
