Dear IPMC members, After our graduation discussion [1] and the valuable feedback received, now fully addressed with no outstanding objections, the Apache Wayang (Incubating) PPMC is proceeding with a formal vote to graduate Apache Wayang as a Top-Level Project (TLP).

Apache Wayang (Incubating) [2] joined the Incubator in December 2020. Since then, we have made significant progress towards maturing our project and our community and we believe we are ready to graduate [3]. Specifically: - We meet all requirements of the self-assessment maturity model [4]. See here [5] - Our project consists of 18 committers/PPMC members (including mentors) [6] - 44 people in total have contributed to our code base [7] - We have added 6 new committers/PPMC members during incubation - We have a diverse community from both academia and industry across the world - We have made 4 releases with 4 different release managers - We have merged and closed 365 pull requests and resolved 141 issues [7] - We have no pending naming/brand issues [8] - Our project is being used in research but also by some HR and consultancy companies in Denmark We'd also like to take this opportunity to extend a sincere thank you to our mentors for their invaluable insight and assistance with getting us to this point as well as to many IPMC members that has helped and supported our project.
