I totally agree with Dave, because we need to make these rules clear
and unambiguous, so it was necessary to rewrite this section.

I have found that the first release of the new incubator project has
various challenges, which often makes new teams very frustrated.

This discussion can help them clarify the rules and focus their energy
on the release of the project rather than the process itself.
