For incubatung status, perhaps we can define a common image label so that users can check it. Also require the DISCLAIMER file exists in the image.
Out of that, given that we don't require the GitHub repo name to start with incubating-, using name like apache/fluss should be OK. About "official", although the Docker Images are binary releases for convenience, it's generally considered official artifacts provided by the PMC. The release voting process often (or should always?) test these artifacts as well.
