There's a Graduation Criteria [1] page on the Incubator cwiki that covers the 
six core areas the IPMC evaluates: community diversity, governance, releases 
and IP compliance, branding, reporting, and vendor neutrality. It includes a 
summary checklist table that maps each area to concrete evidence of readiness.

There's also a companion Graduation Readiness [3] page with more practical 
guidance drawn from real graduation discussions.

There is also the ASF maturity Model [4] to help project consider if they are 
ready.

That said, there is already tooling for this kind of automated assessment. The 
IPMC MCP [3]  has a graduation_readiness tool that pulls together community 
health, release history, reporting compliance, and other signals for any given 
podling. It might be a useful reference or starting point for your friend's 
project.
