As a long-time perl programmer this has been my biggest complaint about the
Java community that there really is no cohesion outside of the individual
projects. Ask any Perl hack, CPAN is the best thing since sliced bread.
These days I spend half my time searching the net to find out what people
have already written in Java for fear of re-inventing the wheel.
And even if I come up with nothing and go ahead and take the plunge, a week
later I find ANOTHER site that had that wheel long before I did. This
argument about whether duplication of effort is good or bad is amusing to
me, since CPAN keeps that to a minimum in the Perl community (i.e. you only
have to check one place to ensure there's nothing out there) while it runs
_absolutely_rampant_ in the Java community.
