Great! I had already forgotten about the proposed guidelines document.
I think the preamble would be a good addition.

I'm sure you're right. At any rate, I think making proposal.html more
visible takes care of the additional clarity I was looking for. It
captures the conclusions of previous discussions and provides a framework
for recording the conclusions of future discussions.
