Dear PMC members,

Cactus (http://jakarta.apache.org/commons/cactus) has been a subproject
of
Jakarta Commons for about 6 months now (The project itself is 11 months
old
and was started on SourceForge before being donated to ASF). The Commons
project has served well its role of incubator. Cactus has grown quite
well,
more users are using it every day and its community is growing fast. In
concertation with the Jakarta-Commons committers, it is our belief that
it
has now reached a state were its place would be better as a Jakata top
level
project. There are several reasons for this :

* It is now an established project,
* All polls done have shown a great interest for it and the majority of
its
users are already using it in production,
* It will get even more visibility as a top level project,
* Jakarta-Commons is more about development frameworks whereas Cactus is
more used as an application (in the sense that is is usually used as is
and
other projects do not need to extend it and incorporate it in their
project
in the same way as a component). Thus it would fit more as a standalone
project.
* Cactus committers are committed to continue making it a thriving
project.
* Now that Cactus provides unit testing for standard APIs (JSP,
Servlets,
Taglibs, Filters, EJB), we would like to focus even more on unit testing
internal Jakarta projects like Struts, Velocity, Jetspeed, ... i.e.
provide
even more useful features for these projects so that the cost of writing
unit tests is lowered even more. By making Cactus a top level project in
its
own right, it is easier to spread the word and work with other project
who
are willing to try it out.
* Simply because we think it is now good enough to be a top level
project !
