I think that you are completely wrong.

Myself and others have developed that page through studying people's habits
for the last few years and it has a major impact on how mailing lists are
dealt with. For example, how often do you see a user question on tomcat-dev
these days compared with before that page was developed? Go look in the
archives and do the math.
