Following up on an allusion Sam made the other day, I'm thinking that
the Jakarta guidelines are a product like any other here, and the PMC
act as its Committers. 

A change to the guidelines is a product change like any other, and
subject to lazy consensus. 

Of course, since we are all good Apache Scientists, we would discuss any
significant change before making it, to prevent a round of commits and
vetos.

Brian once agreed that there should be more licensing information
available, but didn't seem interested in pursuing it himself.

Perhaps we could suggest that someone with the appropriate karma use our
new addition as a model for updating this page:
