Following up on an allusion Sam made the other day, I'm thinking that the Jakarta guidelines are a product like any other here, and the PMC act as its Committers. A change to the guidelines is a product change like any other, and subject to lazy consensus. Of course, since we are all good Apache Scientists, we would discuss any significant change before making it, to prevent a round of commits and vetos.
