Jon, I believe their vote was to allow the proposal to move on to public review stage. And I believe this is the _right_ thing to do. The potential users are now supposed to send feedback - the same thing happened with the W3C policy on patents, where most corporations were more than happy to allow specs with patents. It seems people had a different opinion, and W3C did listen. If JCP will not listen - too bad, because it's not JCP that makes the standard, but the people who use it. If we have a policy of not using non-open standards in our projects - and if we support or develop competing open-specs, then there is a chance the non-open specs will not be 'standards', but just pieces of paper with the word standard in the title.
