Hi, to get some load off of the apache.org machines and to save network bandwidth, we should try to get as many downloads spread to the mirrors as possible. Right now, most mirrors do not carry Jakarta distributions at all as our current directory layout forces them to use "complicated" rsync scripts - and to maintain those on a daily basis - just to avoid moving nightlies around.
There is a document that describes where releases should be located to make the mirrors happy. Furthermore we will make our users happy if all Apache releases follow a similar naming and URL concept. We've moved the latest Ant release during the last few days and I've put together a step-by-step guide of what I've done <http://cvs.apache.org/~bodewig/mirror.html>. If you want to move your project's distributions to the "correct" download locations (please do) and need a hand, feel free to contact me.
