IIRC the current policy is that any jakarta committer who wants access to the site module will be granted it on request. i'd like to encourage people to take an active interest in maintaining and improving the site so i'd hope that you'll ask for jakarta-site karma. since you're a pmc member,
probably the easiest and quickest way would be to post a request for karma on the pmc list.
