This seems like a mix of XUL and JSF renderer kits. The only thing I see that is missing from Tapestry is the layout management, but I don't understand why it is not good to define the layout in HTML if the target is HTML. And there are lots of good HTML gui desingers and tools already available in the market unlike for these new tags.
