1. it's hard to keep track of which illustrious former pmc member's have not been nominated and which no longer feel they are not able to serve on the pmc.
proposal
--------
create a new class of jakartaens: pmc alumni consisting of senior jakarta figures (typically ex-pmc members) who are worthy of the pmc (typically elected at one time or another) but who don't feel that they are able to serve. these people would be entitle to remain on the pmc list and also have the right to propose themselves (on the list) for re-election to the pmc. but they wouldn't be able to cast binding votes. in return, the pmc would agree not to bother them with any more nominations :)
the pmc alumni names would probably be listed in a new section in the whoweare document.
