Since I believe that your intention is to make it a Jakarta sub-project, the Jakarta PMC should vote to accept or reject it's addition to Jakarta. If you agree, then we should probably do this first, and assuming success, approach Incubator with the project and the wish of Jakarta to host the project once it passes all incubator requirements.
