If the PMC is agreeable the Jakarta heading (I see it is there now with a jakarta-cactus subwiki) could itself be a subwiki to provide a place for these non-project documents (with change diffs emailed to this list). The Incubator and Logging projects seem to take this approach.

That answers my first question. We can't structure the wiki's such as I was thinking before.
