I'm sure that there are a few more of us who can (me for example). Pier granted karma to me about four years ago. I think most people who've been release managers for a project like Craig or Remy have the right to add versions or maybe even new projects. The only thing I can't do is changing user information IIUC, and that would be required to grant Yoav the right to add new versions himself - which he should have IMHO. Ask infrastructure?
