Hola, The word we've used in the past for this type of scenario is "dormant," although "inactive" is just as good IMHO. We've left the link up but made the front page something like this: http://jakarta.apache.org/watchdog/index.html, whose text we spent a good time considering and debating.
And generally, +1 to doing the Watchdog thing with all inactive/dormant projects such as you pointed out.
