Releases don't happen in the sandbox - it's very incubator like but less about bringing new code to Apache and more about creating new code at Apache. We definitely should have something on the website about it (probably lift whatever is on the Commons/Taglibs sites about them).
I'm still 50/50 as to whether Commons CSV (which is currently a code donation) should have been a sandbox or incubator item. There's nothing like a committer sitting down and coding something from scratch in front of people to initiate involvement (imo anyway).
This could be a good first step in equalizing Jakarta and commons.
