Definitely individual items: Stefano (Mazzocchi) had a really nice
message once on another list about pursuing a policy of small
reversible steps instead of huge ones. So ours (something becoming a
TLP) may not be easily reversible, but I'd like to keep them small and
gradual where possible, especially given no additional benefit from
doing things at once.

Yeah, let's keep refining it until some date by which we want it to be
done. Your call on the date...
Interesting mixing this with the above :) A document to show everything
and yet multiple subproposals within it (or linked from it more likely).
I'll go ahead and have a stab at that.
