I think the right level for these files is group-based, not
individual.  You want group rwx on the files.  Even better if that
directory could be made an anonymous svn checkout of your site from
your svn tree, like many other ASF projects do: then you can just log
into minotaur and do "svn update" to update the site without worrying
about chmod.
