I know that this is something that we had as the "end-game" when all the
re-org changes started.

I would recommend a probation period, JAMES tends to let people find their
feet as commiters then propose them for the PMC.


I agree with the probation period as well. In Struts, we look at PMC
membership 6 months after someone becomes a committer. As long as they've
stuck around and participated during that 6 months, we'll generally invite
them to join the PMC. If they've faded away in that timeframe, then we'll
let them go. This helps keep the PMC membership aligned with the people who
are active on the project. (Active people do fade away as well, over time,
so we'll periodically "prune" by moving people to emeritus status.)

As a retrofitting measure, I also kinda like Phil's idea of allowing
self-nominations. In conjunction with a probation period, this would help us
"remember" who should be invited to join the PMC.
