I believe SCCS for the IBM System/370 dates back to the early 1970s, and was later ported to the PDP-11 running early versions of Unix. To me, this does not seem particularly late in the scheme of things, especially when many programmers at the time were managing source code with rubber bands and boxes. SCCS remained the state of the art, at least in the Unix world, until the mid-1980s, when RCS came along.
