Unsubstantiated opinion:

I think, (after Reading the links provided) that Backus talks about a  
function-level program that is variable-free.  This is accomplished  
by place holders for arguments in APL and is more evident in the  
composition of sentences in J.   This could allow late binding of  
varibles.
