you are correct.
The rank of the verb does not affect what cells are in the noun; Roger is
correct.
The statement, as it is, has multiple intrpretations. This is not new.

Simplification is demonstrably an effective teaching method. With the
basic concept understood, it is easier to learn the details later. (And in
the context of the -. specification, it is exactly correct)
