I think the point is that J delegates the implementation sine
to the underlying system (C and, by implication, machine language).

While in some respects an implementation of J directly against
the various machine languages (x86, x86-64, etc.) seems like
an interesting thing, it would take a huge amount of effort to
implement.  And, personally, I'm not in a position to fund that
effort.
