3) downloaded, extracted (Info-ZIP) unzip to \windows\system32 directory
4) downloaded, extrated library_current_6.01.028_win.zip to system directory
Starting Package manager and allowing wget to firewall program I get :

Could not install the local repository catalog - Check that your
