Fixing this turned out to require setting the Browser
setting in the J console Configure interface.
The wierdest thing was that when I changed the
association between file-type and application at the
OS file system level, it never took. It gave false
indications of having switched to the specified
browser, but in fact it continued to point to the
previously identified application. It thus seems to
involve a flaw in the operating system itself.
