The thing that caught my eye is "Dynamic languages offer things like
[dynamic] 'duck' typing..." -
does this mean you can "duck out" of strong typing or does it mean: if it
walks like a duck
and quacks like a duck...?

In any case, this is an encouraging trend it it's true.
