I've put a page on the JWiki -
http://www.jsoftware.com/jwiki/Guides/DebugBar -
mentioning what little we know about this problem _and_ showing a picture of
what the bar is supposed to look like.  So, you could bring up that picture
if you get a blank bar - the buttons still work.
